The Large Lot Industrial Program is a tool to allow for the identification and designation of properties for large-scale industrial development in Central Oregon. COIC’s role is to determine if properties that are the subject of applications meet the regional program criteria.

COIC provides alternative loans for new and existing small businesses. These loans help create or retain job opportunities and/or assist credit-worthy business owners who are unable to secure financing. 

Rural community and economic development is at the core of COIC’s mission. In the process of developing the 2017 CEDS, we found that rural communities were lagging behind urban centers in economic development. In response, COIC started an ongoing conversation with many community partners to determine how to bridge these gaps. From those conversations, our Rural Community Building Program and Community Resource Development Programs were born.

COIC works on local and regional-scale natural disaster and emergency preparedness initiatives. We provide technical assistance to counties to them them prepare local Community Wildfire Protection Plans (CWPPs). The Crook County CWPP is a county-wide, strategic assessment of the risks, hazards, mitigation, and prevention opportunities associated with wildfire in our communities. 

COIC works on local and regional-scale natural disaster and emergency preparedness initiatives. We provide technical assistance to counties to them them prepare local Natural Hazard Mitigation Plans (NHMPs). The Crook County NHMP assists Crook County communities in reducing risk from natural hazards by identifying resources, information, and strategies for risk reduction, while helping guide and coordinate mitigation activities. 

COIC and Jefferson County Fire Chiefs are offering private landowners the opportunity to apply for funding in an effort to minimize fire danger as outlined in the Jefferson County Community Wildfire Protection Plan (CWPP). Residents that are eligible will be offered a flat rate reimbursement of $600 for treating the land around their home to Firewise standards.

COIC works with a collaborative network of partner organizations to contribute to a sustainable local food system. Integrating local food production, process, distribution, and consumption, COIC focuses on supporting locally produced goods. 

COACT was formed in 1998 to serve as a forum for the discussion, understanding, and coordination of transportation issues affecting the Central Oregon region. COACT membership includes representatives from each Central Oregon City and County government, ODOT, the Confederated Tribes of Warm Springs, the private sector and various regional organizations.

CORE3 will be a dedicated, multi-agency coordination center and collaborative training facility for local state, and federal public safety and emergency management personnel. 

COIC provides a variety of support services for Housing and Homelessness. COIC helps convene and support the Regional Housing Council (RHC), Multi-Agency Coordination Group (MAC), and the Homeless Leadership Coalition (HLC).

COIC and Heart of Oregon Corps partnered in 2022 to form COWWP, under the Oregon Conservation Corps funding opportunity. Young adult crews perform fuels reduction work on private and public property in Jefferson, Deschutes, and Crook Counties. Work is prioritized for underserved and low-income communities and ranges from tree thinning to chipping to brush removal to ladder fuels reduction in natural areas to create defensible spaces around homes, neighborhoods, and critical infrastructure.

DBWC is a mechanism for stakeholders to collaborate on critical water allocation and management issues in the Deschutes Basin, and develop strategies to meet stream flow, ecological, agricultural, and community needs for water. DBWC was built on the momentum of the Upper Deschutes Basin Study Working Group, the Water Summit convened by the Confederated Tribes of Warm Springs and the State of Oregon in the fall of 2018, as well as the legacy of the Deschutes Water Alliance.
