NEW YORK LIFE (CIGNA)

Enroll or increase your supplemental life and accident insurance.

  • CIGNA is now New York Life (NYL).  You will see updated information brochures when you complete open enrollment.  The rates will not change for the 2023 plan year.
  • The only voluntary life insurance increase that is not subject to medical underwriting during open enrollment is a $20,000 increase to Employee Voluntary Life, and only if your current coverage amount is less than $100,000.  All other increases or new coverage requests for an employee and/or a spouse will require medical underwriting by NYL to determine insurability.  Medical underwriting will occur after open enrollment is complete, and will be complete by
  • Voluntary life and ADD changes can be made any time throughout the year.  These will also require medical underwriting.

Public Employees Retirement System (PERS)

HEALTH, VISION AND DENTAL INSURANCE

COIC and Deschutes County are self-insured and have their own Benefit Plan. PacificSource is the third-party administrator.

Coverage becomes effective the first of the month if hired on the first working day of the month, otherwise coverage becomes effective the first day of the following month.  Once your enrollment has been processed through PacificSource, you should receive you ID card within 7-10 business days.  All benefit-eligible, full-time employees can enroll in the Standard Health Plan.  The High Deductible Health Plan is available for all benefit-eligible, part-time employees of Deschutes County and COIC.

Flexible Spending Account

A Flexible Spending Account (FSA) is a tax-free, account managed by PacificSource Administrators.  By utilizing the Flexible Spending Account you could save 22 percent or more on your election depending on your combined tax bracket.  If you are eligible for Employee Health Insurance, you can set up an FSA or a Dependent Care Expense Account.
