COACT was formed in 1998 to serve as a forum for the discussion, understanding, and coordination of transportation issues affecting the Central Oregon region. COACT membership includes representatives from each Central Oregon City and County government, ODOT, the Confederated Tribes of Warm Springs, the private sector and various regional organizations.

COACT reviews the process for determining transportation infrastructure needs, capital investments, and project priorities in the Central Oregon region. Other COACT functions include advocating for Central Oregon transportation issues to neighboring regions, area legislators and other interested organizations, and advising the Oregon Transportation Commission on state and regional policies affecting Central Oregon’s transportation system. COACT meets quarterly on the second Thursday of selected months. The COACT Executive Committee meets on the first Thursday in months prior to a full a COACT meeting.

Central Oregon Safe Travel (COST) Committee Previous Meeting Materials

The purpose of the Central Oregon Safe Travel Committee (an ad hoc subcommittee of Central Oregon Area Commission on Transporation) is to create regional efforts to eliminate deaths adn serious injuries on Central Oregon’s transportation systems. The COACT decision to create a regional safety subcommittee was approved on October 28, 2021. The committee charter provides short-term and long-term goals and will be amended as committee progress occurs and objectives are developed.
