Comprehensive Economic Development Strategy

About the CEDS

COIC is responsible for creating and maintaining a regional Comprehensive Economic Development Strategy (CEDS).  The CEDS is updated every five years.


  • Provides a framework for regional collaboration on economic development priorities, needs identification, and program alignment.
  • Coordinates priority strategies to build regional and community capacity/readiness to support business retention, expansion, and recruitment, and to address economic resilience.

COIC is designated by the U.S. Department of Commerce, Economic Development Administration (EDA) as the “Economic Development District” for Central Oregon. Within this role, COIC is responsible for identifying priority economic development project needs within the region, articulating regional needs to the EDA, and assisting local governments in applying for grant funding through the EDA. EDA grant categories include public works infrastructure, technical assistance, planning, economic adjustment.

Public comment period

The 2024-2028 CEDS held its public comment period from April 22-May 22, 2024.

On February 15th, 2024 COIC hosted the Regional and Community Economic Development Priorities webinar. The purpose was to bring the final draft of Regional Priority Issues and Key Initiatives to the six sub-regions of Central Oregon to check for community alignment with regional priorities.

The six sub-regions represented were:

  • Prineville/Crook County
  • Jefferson County
  • Bend Area
  • Redmond Area
  • Sisters Area
  • South Deschutes County

The feedback gathered during this webinar will be used to create six community profiles in the 2024-2028 CEDS document. Each community profile will feature:

  • Local community priority issues
  • Community economic development-related projects
