REQUEST FOR PROPOSALS: Professional Services – Central Oregon Regional Transit Master Plan Project

The Central Oregon Intergovernmental Council (COIC) is seeking an experienced and qualified consultant to provide Regional Transit Master Planning services on the Central Oregon Regional Transit Master Plan Project, including the development and analysis of surveys and the identification of preferred future transit services.  Proposals will be accepted until, but not after, 4:30 p.m. on Friday, November 18, 2011 at the Central Oregon Intergovernmental Council Administrative Office, 334 NE Hawthorne Ave., Bend, Oregon, 97701.  Copies can be found either below or obtained from Scott Aycock at the above address, telephone (541) 548-9520, or email scotta@coic.org.  Scott Aycock is the project contact person.  COIC may reject any proposal not in compliance with prescribed procedures and requirements and may reject for good cause any and all proposals upon a finding of COIC that it is in the public interest to do so.

The Central Oregon Intergovernmental Council hereby announces the goal of 1.72% participation by Disadvantaged Business Enterprises in all COIC federally funded contracting projects, exclusive of federal funding to purchase transit vehicles, in federal fiscal years 2012-14.  A description of the goals and methodology are available for inspection at 334 NE Hawthorne Ave, Bend between 8 a.m. and 5 p.m., Monday through Friday, for 30 days following publication of this notice.  Central Oregon Intergovernmental Council and U.S. Department of Transportation will accept comments on these goals for 45 days from the date of this notice.  Comments should be addressed to: U.S. DOT, Federal Transit Administration, 915 Second Ave., Suite 3142, Seattle, WA 98174.

Request for Proposal: Crook County is seeking qualified private sector partners (known as third-party developers) to enter into a Solar Power Purchase Agreement and a Solar Site License Agreement for as many as 16 photovoltaic Solar Electric Systems, with a capacity at no more than 10kW per system, located at specific sites in Prineville, Crook County Oregon. ADDENDUM 2: Solar Photovoltaic Systems Project
Dated September 6, 2011

This addendum (hereinafter Addendum) modifies the terms of the Request for Proposal (RFP) for the Solar Photovoltaic Systems project issued Crook County, a political subdivision of the State of Oregon, and all associated documents (collectively hereinafter RFP) and is incorporated into and made a part of the RFP.

There is a discrepancy in the terms of the RFP as to the period over which the submitted proposals are to be valid. On page 8 the proposals were to remain valid for a period of at least 180 days; on page 10 the proposals were to remain valid for a period of at least 60 days.

Crook County has determined that the 60-day period is the appropriate timeframe, and will use that timeframe in evaluating submitted proposals. All proposals that use the 180 day period will be interpreted to refer to the 60-day period instead. All other terms of the RFP, including prior addenda, remain unchanged.

On August 10, 2011, Crook County issued an RFP for a solar photovoltaic systems project. By its terms, proposals
were due not later than 4:00 PM on August 19, 2011. Crook County now extends the date on which proposals are due to Tuesday, September 6, 2011, at 4:00 PM. All other terms of the RFP remain unchanged.

Request for Proposal: NeighborImpact is seeking qualified weatherization and specialty (electrical, HVAC, plumbing) contractors to perform weatherization work on income-eligible homes in Crook, Deschutes and Jefferson counties.  The contract is a minimum of 1 year with the option to extend based on performance.  The RFP and relevant documents can be found at www.neighborimpact.org/home_wx.html

Proposals are due no later than 4 p.m. on Friday, May 13, 2011. Women-owned, minority-owned and small businesses are encouraged to apply.

Citizens Encouraged to Attend a Public Comment Meeting
for the Community Wildfire Protection Plan

The Jefferson County Community Wildfire Protection Plan (CWPP) Steering Committee is inviting the public to provide feedback and comments on the 2011 draft CWPP plan, as well as attend an informational meeting about the plan’s mission and goals, fire occurrence, risk and education, and public involvement and access to resources.
