Technical Assistance

As a regional Council of Governments with a primary focus on serving Central Oregon jurisdictions and their residents, COIC is uniquely qualified to provide economic and community development technical services to Central Oregon jurisdictions, state and federal agencies, multi-stakeholder collaborative groups, and non-profit organizations.

Through the provision of technical services, COIC hopes to build strength and solve problems through regional cooperation. COIC provides organizational capacity; a trained, skilled staff; and an economy of scale in service delivery. As a regional organization, COIC effectively serves as a neutral convener of jurisdictions and stakeholders.

Project-Specific Services
COIC provides a range of project-specific services for individual jurisdictions and other partner organizations. These services are offered to address the need for additional staff and technical capacity within jurisdictions/partner organizations, and/or because COIC has developed in-house expertise in areas that benefit the jurisdictions collectively. COIC offers an economy of scale in providing capacity and expertise to each of the jurisdictions. Services include:

  1. Grant Writing and Project Development
  2. Grant Administration
  3. Labor Standards Monitoring on Construction Projects
    (Prevailing Wage Monitoring)
  4. Geographic Information Systems (GIS) Services
  5. Community Development and Planning Services
    (e.g. community needs assessments, issues identification, strategic planning, funding strategy development)

Regional Board Support and Facilitation

COIC provides staffing, facilitation, and fiscal administration for a number of regional boards, including the Central Oregon Community Investment Board (COCIB), Central Oregon Area Commission on Transportation (COACT), Regional Advisory Committee (RAC), and the Workforce Response Team (WRT). COIC serves as the neutral convener of these multi-jurisdiction/multi-stakeholder boards, and provides a range of services including charter development/maintenance, member communications, agenda development, statutory support, reporting, meeting facilitation, contract management, and fiscal management.

Multi-Jurisdictional Projects/Stakeholder Collaboration

COIC provides services in support of multi-jurisdictional and multi-stakeholder projects, such as the Central Oregon Partnership for Wildfire Risk Reduction, Central Oregon Telecommunications Task Force, and the Business Alliance for Sustainable Energy. COIC serves as the convener of participant stakeholders, and provides outreach, strategic planning, meeting management, facilitation, and funding development.
