Facilitation and Collaboration
Many of the issues facing Central Oregon are extraordinarily complex and require the input and involvement of diverse stakeholders – often, these groups are in conflict as to the nature of the problem, the preferred solution, and/or how to implement the solution.
COIC’s Community and Economic Development Department offers an array of facilitation and collaboration services to help diverse stakeholders identify solutions to complex problems. COIC has provided these services in a wide variety of contexts and utilizing a range of tools. Sometimes, all that is required is one simple meeting. With more complex issues, COIC will convene stakeholders, develop research/background papers on the issue in question, and lead the group through a four-step process involving:
Problem Statement Development (i.e. what is the true nature of the problem?)
Creative Solution Development (i.e. identifying a variety of solutions that, meet the needs of all involved, to the extent possible)
Selection of the Preferred Solution; and
Development of a Detailed Implementation Plan (including lead agencies, funding resources, timelines, etc.)
